Norwalk awards $2.48M contract for West Rocks Road sidewalks; hires task-based construction inspectors

The Norwalk City Public Works Committee on July 1 authorized the mayor to award a $2,484,203.50 contract to Star Construction Corporation, with a 10% contingency, for the West Rocks Road sidewalk project and separately approved task-based construction inspection and administration services to support that and other projects.
Greg Meehan, city engineering, described the work as a consolidation of two federally funded projects along West Rocks Road — the local accident reduction program portion (installation of ADA-compliant ramps, rectangular rapid flashing beacons and speed-flash beacons) and a congressionally directed spending award of $1.4 million for about two miles of ADA-compliant sidewalks. "This corridor has three schools and existing data indicates excessively high vehicle speeds," Meehan said. "These treatments will enhance pedestrian safety along the corridor."
Meehan said the city consolidated both projects into one construction bid to streamline work between Adams Avenue and the Merritt Parkway area, and that the design work was completed in-house. The sidewalk procurement will be supplemented by federal funds and local capital funds for the required match.
Because the projects are federally funded and reimbursable, the committee also authorized task-based construction inspection and administration services with Tectonic Engineering Consultants, M. & J. Engineering and others to provide daily on-site inspection, quantity tracking and bookkeeping needed for reimbursement. "We need to have an inspector on-site every day and every hour, watching the contractor and keeping track of all the quantities," Meehan told the committee. The inspection contracts are task-based and will be billed hourly with flexibility to scale by project workload.
The committee voted unanimously to award the construction contract and to approve the inspection services authorization. Staff said federal oversight requires accurate daily quantity tracking and that the inspection contract will be used for West Rocks Road and other upcoming projects as needed.
