Madison Police Department names Mike Allen assistant chief; several promotions recognized

For another candidate, the chief said the promotion decision was difficult and noted that "out of a possible 100 points in the process Chris scored a 99.15 and that's hard to pass up," referring to Lieutenant Chris's selection.
The chief also described Captain John Stout's long service since 2001, his investigative work on child-abuse investigations and prior SWAT service, and noted he would be pinned by his son at the ceremony. The chief announced he had selected Mike Allen as assistant chief, calling the choice "a very very difficult choice" and praising Allen's experience dating to his hire in 1992 and later promotions. "One of the reasons why Mike was selected is I am total chaos. Mike is order," the chief said.
Council members and attendees applauded the recognitions. The segment was presented as an awards and promotions portion of the meeting; no formal council motion was required for the recognitions themselves.
