Council adopts annual Emergency Operations Plan after cityparade response review; metro response team to expand training for Olympics

The Oklahoma City Council voted unanimously to adopt the city's annual Emergency Operations Plan after an update on the plan and a review of response and logistics for the recent championship parade.

Captain Aubrey George, the city's emergency manager, told council the plan is updated annually and that city departments meet quarterly to revise it. "The emergency operations plan does provide the framework through which our city prepares and responds to emergencies and major incidents," George said, and praised public-works, police, fire, utilities, transportation and partner agencies for their work supporting parade operations and cleanup.

George said the parade was a rapid test of cross-department coordination and commended the work of public information officers and partner agencies, including state assistance at intersections and transit provider Embark for transporting attendees. She introduced Kim Jensen, the city's new planner for emergency management, and said the plan has been streamlined with clearer language and visuals.

George also said the city has launched a metro emergency response team that has begun training this year; the city plans quarterly training next year and monthly training the following year to build interagency familiarity ahead of the 2028 Olympics. Council members thanked George and emergency staff for coordination during the parade and for the plan update. The council then passed a resolution adopting the plan and authorizing the city manager to implement it.
