Cowlitz County awards public-works contracts for rock delivery, road safety delineators and South Cloverdale improvements

Sean Roey of Cowlitz County Public Works presented a bid award to Veil Stewart All and Sons for transportation and supply of rock materials to the headquarters landfill from June 30, 2025, to June 30, 2026. The contract amount was listed at $455,140.20 for slightly more than 18,000 tons of various rock materials. Roey said the materials will be used for gas-line installations, road building and related public-works needs and that some material will be stockpiled for county use while other deliveries could be sent directly to project sites.
Susan Eugenas, county engineer, presented the bid award to Construct Ahead Incorporated, doing business as Pavement Surface Control, for the countywide 2025 delineator project at a total bid of $159,886. Eugenas said the project received five responsive bidders, the award came in roughly $15,000 below the engineer’s estimate, and delineators are a “cost-effective option to help prevent run-off-road accidents,” especially on curved stretches without fog lines.
Earlier in the meeting the consent agenda had included a contract execution with Jefferies Construction for South Cloverdale improvement and intersection work, listed at $7,256,372.86. The striping contract with AllStripes was listed on the consent agenda at $538,508.
All motions to approve the bid awards were made during the meeting and passed by voice vote.
Why it matters: The awarded contracts fund safety improvements and capital work on county roads and intersections and will involve material deliveries, traffic-safety hardware installation and construction that may affect local traffic patterns during implementation.
