Cowlitz County awards rock-supply and road-safety contracts totaling about $615,000

Cowlitz County commissioners approved two Public Works contract awards Tuesday, awarding a yearlong rock materials and delivery contract to JL Stewart All and Sons for $455,140.20 and a countywide delineator installation contract to Construct Ahed Inc., doing business as Pavement Surface Control, for $159,886.
The contracts were presented by Sean Roey, public works staff, who said the rock contract covers “a variety of rock materials, a little over 18,000 tons for the year,” and that the materials will be used “for gas line installs, road building, and things of that nature.” Roey told the board the award covers both the material and its transportation and that the material may be stockpiled at the county landfill or delivered directly to project sites.
Susan Eugenas, county engineer, described the delineator project as funded with federal safety grant money, saying, “Delineators are considered a effective low cost option to help prevent runoff the road accidents, and that is the purpose behind this project to, put delineators on some of the roads with curves to help delineate the pathway for people in the bad weather.” She noted the lowest bid was about $15,000 below the engineer’s estimate and that the county received five responsive bids.
A commissioner asked about recent ownership changes at JL Stewart All and Sons; a county representative replied that the new owner is maintaining the JL Sturdahl brand. The commission moved and voted to approve both items; the record shows the motions passed when the chair called for the vote and commissioners answered “Aye.”
The rock contract runs from June 30 to June 30, 2026, and the county said the materials will support both routine roadwork and specific installations. The delineator work is intended to reduce run-off-road crashes on curving, low-visibility road segments and is financed with federal safety grant funds.
County staff indicated they awarded the single-year rock contract to one bidder and that the delineator award was the lowest responsive bid of five. No individual roll-call vote totals were recorded in the public transcript beyond the chair’s call for “Aye” during each approval.
