City staff and fire chiefs explained the operational difference between mutual aid and automatic aid and said the county now bears primary responsibility for some district responses.
A city presenter said Bullock County is now fully responsible for the fire district and that automatic aid would end under the new arrangement, with mutual aid agreements replacing automatic responses. "Basically, an automatic aid is an immediate response. Mutual aid is a requested response," a fire chief said on the record.
Chiefs said automatic aid previously caused multiple agencies to respond simultaneously to a single call, which sometimes left the city with limited staffed apparatus; mutual aid requires a requesting agency to determine on-scene needs and call for assistance. The council approved the presented mutual-aid agreement with voice vote; staff said additional mutual-aid agreements with other neighboring agencies would follow.
Council members asked whether language differences among agreements were meaningful; staff said they had reviewed multiple templates and adjusted terms as appropriate with legal review. Staff indicated these agreements would be reciprocal and intended to provide backup resources when primary units are engaged on large incidents.
The agreement passed by voice vote. Staff said they will continue to finalize agreements with neighboring jurisdictions and bring any differing terms to council attention as needed.
