Hillsborough County’s evaluation committee for solicitation RPS205208 reviewed eight proposals for predictive modeling of pipeline failures and ranked AECOM Technical Services first with 95 points, the committee chair said.
The committee, convened to score proposals only on the information provided in responses, recorded a second-place score of 94 for Mercatus and placed DPH LLC third with 70 points. Committee members discussed vendor experience, staff availability, proposed schedules and methods, and then read and confirmed consensus scores for each criterion and a total score for each firm.
“My name is Ethan Kersey, and I’m the senior buyer of this project,” Ethan Kersey said at the meeting’s start, noting the solicitation number and that the meeting was publicly noticed. Chair Elizabeth Walden said, “We’ve decided that we’re going to go through these, evaluate them in alphabetical order,” and then led the committee through each firm’s scores by category.
Committee discussion emphasized four scoring categories: the firm’s available professional personnel, prior experience on similar projects, ability to meet schedule and budget, and current and projected workload. Members repeatedly flagged vendor-specific gaps (for example, missing resumes or organizational charts) and differences in regional or utility-specific experience. Several evaluators also noted that some firms proposed a 13-month project timeline and that some proposals included hands-on training, algorithm descriptions (genetic algorithms, Monte Carlo, random forest), or integration with tools such as Esri and Power BI.
At the meeting’s close the chair read the final ranked totals: AECOM Technical Services (95), Mercatus (94), DPH LLC (70), Littura Inc (62), Federal Services Inc (60), PriceFW Technology (58), Herbalink LLC (31) and Nova/Nova Solutions (5). Committee members were asked to submit written notes that will become part of the business file supporting the evaluation, and attendees were told to watch the Bonfire procurement portal for the next procedural steps.
Ethan Kersey closed by asking online viewers to monitor Bonfire for updates related to the solicitation and confirming the recording would be available after the meeting.
