Dalton adopts $312,286 CDBG annual action plan, approves funding for housing repairs and local services

The Dalton Mayor and Council on June 30, 2025 adopted the city’s Community Development Block Grant (CDBG) annual action plan for the 2025–26 program year, authorizing use of the city’s $312,286 entitlement from the U.S. Department of Housing and Urban Development (HUD).
Under the plan approved by council, allocations include: $104,914 for HVAC replacement at nine Beachland units managed by the Dalton Housing Authority; $104,914 for the City of Dalton’s residential rehabilitation home-repair program; $20,000 to a Latino family wellness program administered by the Latin American Association (LAA); $20,000 to the Northwest Georgia Crisis Center for a domestic violence client advocate; and $62,004.57 for program administration, for a total of $312,286.
Cindy, a city staff member presenting the item, said the city’s five-year consolidated plan (2024–2028) guides eligible uses and that HUD rules limit administrative spending to 20 percent of the allocation and public-service spending to 15 percent. Cindy also said the annual action plan was made available for a 30-day citizen comment period that ended June 23 and noted the city held the required public meetings.
The council approved the plan by motion; staff will incorporate any public comments received into the final annual action plan as required by HUD. The council’s action makes the city eligible to receive the 2025–26 CDBG entitlement and obligates the city to administer the program consistent with HUD requirements.
