Dalton renews opioid-settlement MOUs with two recovery groups, totals $37,000 in 2025 funding

The Dalton Mayor and Council voted June 30, 2025 to renew two memoranda of understanding that direct city opioid-settlement funds to local recovery programs.
The city will provide $13,000 to the Dalton Serenity Club and $24,000 to the Carter Hope Center for the 12-month period covered by the MOUs. The funds come from the city’s share of the national opioid settlement distributed through the attorney general’s office and are limited to authorized uses under the settlement agreement.
Andrew Parker, a city staff member, told the council these agreements continue last year’s partnerships and that “they can only use the funds for rent, utilities, program materials, and supplies,” adding that the MOUs give the city the ability to request complete financial statements showing how the funds were spent.
Parker said the two-year renewal amounts mirror 2024 figures and that the city retains a reserve of settlement funds for other opportunities; he estimated available settlement funds at about $180,000. Council members asked about criteria used to set award amounts; Parker said the allocations were based on discussions with the programs about projected needs to operate their services for the year and internal review of available funds.
Both MOUs were approved by motion at the meeting. The contracts restrict spending to approved uses in the settlement agreement and include reporting requirements to the city.
