County staff presented an MOU with Rocky Mountain Power’s Blue Sky program and an accompanying request for proposals to install solar panels at the Albany County Search and Rescue building; commissioners approved the MOU and directed staff to advertise the RFP for a 25-kilowatt array.
Bailey, a county staff presenter, said the MOU and RFP are steps to secure the Blue Sky program installation and that the county needs to move quickly to meet program deadlines and credits. She told commissioners the Blue Sky agreement and the RFP are intended to cover design, installation and at least one battery for the site, and that an RFP will delegate final electrical design work to the awarded vendor.
During the discussion staff said the county had a limited window to complete the Blue Sky installation and that staff had already emailed the program about extension options. Bailey said the county hoped to finish by the end of the calendar year to secure credits but confirmed the formal completion deadline stated in the meeting record is Dec. 31, 2026. When the MOU was read into the record the agenda listed an amount of $78,084; later in the meeting a motion referenced $70,084, and commissioners did not announce a definitive correction on the record. The RFP was described in the meeting as seeking a 25-kilowatt array sited on the south side of the Search and Rescue property; staff said there will be at least one battery and additional batteries may be included depending on vendor proposals and final design.
Commissioners voted to approve the MOU with Rocky Mountain Power’s Blue Sky program and to advertise the RFP; bids were set to be returned in August. No further contract awards were made at the meeting — those will follow the RFP process.
