The Irvine City Council voted on June 3 to direct staff to develop a plan for a citywide holiday toy-drive program and to return within 90 days with an implementation plan. Vice Mayor Mai said the proposal is intended to complement, not replace, longstanding nonprofit and veteran-supported drives such as those run by the 2/11 Marine Battalion adoption committee.
The motion asked staff to work with local nonprofits, schools and community groups to create donation sites at libraries, community centers and other public facilities, to explore year-round collection (not just holiday season), and to propose an outreach strategy and volunteer framework. Vice Mayor Mai and supporters said the program would expand civic capacity to serve families in need; critics and some nonprofit representatives raised concerns about diversion of resources and "charity fatigue."
Council member Liu said she had been contacted by representatives of the 2/11 adoption committee who wanted to ensure their program was not harmed or that donations were not redirected; Vice Mayor Mai and other council members said staff would coordinate closely with 2/11 and other nonprofits. The clerk recorded the final vote as 5–1 with Council member Liu voting no and Council member Carroll absent. Staff will prepare a comprehensive plan and report back within the requested timeframe.
