"Yeah, at our recreation center we're doing a sewer extension, and this is just a contract between us, the developer, and the Katy Utilities, for that sewer line," said Carl, a staff member. When asked whether the city or a private developer was the developer in the contract, Carl replied, "We are the developer in this."
The sewer contract appears on the agenda as Resolution No. 25148, described as "approve DU City of Decatur contract for extension of public sanitary sewer system." The work session also listed Resolution No. 25149, "approve agreement form MB05, right of way for Decatur Recreation Center," described in the briefing as a permit application to do work in the state right-of-way and to add a water tap and run it to the new building.
