Council weighs separate Point Mallard director, hears staff updates on lighting, kayak launch and temporary dog-park request

A councilmember asked whether the city had considered making Point Mallard a separate director-level position. "Short answer is yes. We're looking at that for the FY 2022," said Stephanie McClain, a staff member. She and other staff said the change could reduce overtime costs and help spread duties that currently fall to one individual.
The council agenda lists Resolution No. 25146 to approve replacement lighting for the Point Mallard Event Center parking lot. Stephanie described the request as replacing fixtures on about 15 poles; the quoted cost in the briefing was roughly $37,000. The transcript records staff presentation but does not show a formal vote on that resolution in the work session.
Alan, a staff member, told the council he and McClain met with the North Alabama Recreational Trails Association, which is applying for a grant to build a kayak launch at Point Mallard. Staff have provided letters of support. Alan said the association's application is a "no match grant" for the city and that the association would handle insurance and equipment rental logistics if a program were developed.
A councilmember requested staff look into a temporary dog park site in the district, noting funds previously raised for a permanent dog park and suggesting a fenced temporary area at Alstom Hill until the recreation center project is complete. Staff said they will check property ownership, drainage and budget estimates and return with cost information and options.
Staff also used the time to thank Parks and Rec and Point Mallard staff for recent events, including a pickleball tournament and other summer activities. Councilmembers praised staff and volunteers for high participation.
Several items affecting Point Mallard's operations and facilities were discussed; staff said they would return with further information, cost estimates and any recommended personnel changes for formal consideration.
