HUNTINGTON BEACH, Calif. — The City Council on Tuesday directed staff to study two public‑safety technology proposals: a feasibility review of aircraft/drone downlink video systems and a report on creating in‑house DNA and expanded computer‑forensics laboratory capacity for the Huntington Beach Police Department.
Councilmember Butch Twining introduced the downlink item, which he said would allow live streaming from police helicopters or drones to ground units — assisting complex responses in crowded areas such as Main Street, the pier and Pacific City, and improving coordination during firefighting, marine rescues and multi‑agency incidents. Councilmember Don Kennedy noted the city’s helicopters and fire operations could benefit from immediate situational awareness; the council voted unanimously to ask the city manager for a 90‑day feasibility and cost report.
Councilmember Andrew Gruel proposed a separate study to explore building an in‑house DNA forensic processing capability and to expand HBPD’s computer forensics lab. Staff noted the Orange County Sheriff’s Laboratory currently handles the county’s DNA evidence and that turnaround times can be lengthy; council members said shorter analysis times could speed investigations and help solve crimes locally, and that federal grant programs (e.g., DOJ DNA capacity grant programs) may help fund start‑up costs. The council unanimously directed the city manager to report back within 90 days on feasibility, startup costs, potential funding sources and operational considerations for both lab and computer‑forensics expansion.
HBPD officials attending the meeting expressed support and described case examples where faster forensic turnaround helped identify suspects. Councilmembers said the reviews should include legal, staffing, equipment and possible regional partnerships.
