The Moore County Board of Education approved a contract June 30 to contract a speech-language pathologist through Holland Therapy Services for the 2025–26 school year, capped at $132,600.
Jamie Simon told the board the contractor, Hannah Holland, worked for the district over the previous two years and would provide the equivalent of a 40-hour work week. Simon said Holland would start with a caseload of 38 students and the contract sets a not-to-exceed cap of 50 students; the contract rate is $85 per hour with provisions for overtime at time-and-a-half if work occurs outside normal hours.
Board members asked about caseload distribution and the prevalence of speech services across schools. Interim Director Neil Waters and others explained that larger schools such as Pinehurst Elementary and Southern Pines provide multiple therapist positions; some smaller schools combine part-time providers to create full-time equivalents as needed.
Board members discussed the cost trade-off between contracting and hiring. Simon said contracting is sometimes necessary to maintain in-person services and avoid remote therapy models. The motion to approve the contract passed unanimously.
The contract authorizes district staff to proceed with the contractor at the stated maximum amount and to monitor caseload and service delivery during the year.
