The Bloomington City Council on June 30 adopted an ordinance to add “health club” as a permitted use in the CS‑1 zoning district.
Planner Emily Heszczak presented the privately initiated code amendment and described the specific property at 7930 Computer Ave, zoned CS‑1. The applicant proposed to occupy about 6,100 square feet for a health club use; zoning requires one parking space per 250 square feet for health clubs, which would require 25 spaces for that portion of the building, and staff reported the property has 42 on‑site parking spaces. Heszczak said staff found the change consistent with the intent of CS‑1, a district intended to serve service uses near freeway interchanges, and recommended approval.
The council held a public hearing; no one spoke. Council members noted that the change would add flexibility along 494 and would serve nearby residential areas. Council member Muwat moved to adopt the ordinance; Council member D'Alessandro seconded. The council approved the ordinance 6‑0 and also approved summary publication 6‑0.
Staff said the amendment will allow a broader set of fitness and studio uses in CS‑1 parcels, including the applicant’s martial‑arts use, and does not change parking or size standards beyond those already applied in the code.
