The committee also applied a 5-point DMDWBE bonus where applicable.
The scoring process focused on technical clarifications and firms’ capacity to handle nitrogen and other impurities in landfill gas. Casa Damina, the county’s chief buyer, opened the meeting and reminded attendees that the session was recorded and that the county’s cone of silence remained in effect. Committee members questioned and discussed technology, nitrogen-processing capacity and financial strength before reaching consensus on each criterion.
After discussion, the committee confirmed these consensus scores for the two proposers: Treba Renewables — criteria 1: 16; criteria 2: 20; criteria 3: 20; criteria 4: 35; final consensus score: 91. Wagga Energy — criteria 1: 18; criteria 2: 19; criteria 3: 20; criteria 4: 35; DMDWBE bonus: 5 points; final consensus score: 97.
Committee members said clarifications during the oral presentations prompted several upward adjustments in the technical and qualifications categories. Participants specifically noted that additional presenters or partners who described the gas purification system and the firms’ financial backing helped resolve earlier uncertainties about whether the proposed technology could process the expected nitrogen concentration.
The meeting record shows no formal motion or roll-call vote; the committee reached consensus on scores and then confirmed them aloud. Casa Damina said staff would compile the evaluation summary and department recommendation and would post the meeting recording after it was processed. She also said she would prepare the final scoring spreadsheet for committee signatures before members left the meeting.
The county limited active participation to committee members for this reconvened evaluation; public attendees were permitted to view the meeting but remained on mute. Casa Damina told the group that the cone of silence would end at the earlier of five business days after the county posts its notice of intent to award the contract or the date the procurement solicitation is canceled.
The evaluation results will be included in the department’s recommendation to procurement officials; the transcript and recording will be posted per county procurement procedures.
