Pilot cafe at Hall of Justice operating; staff to return with financial update after pilot period

Finance and operations staff reviewed early results from a pilot cafe operating at the Hall of Justice. The cafe opened in April and experienced a slow start due to spring bridal events; goods-and-services sales were budgeted at $300,000 but actual receipts through the early opening were about $6,000.
Staff said much of the current expense in the supplies/personnel line is temporary staffing and equipment rental, and that they expect to buy rather than rent some equipment if the pilot proceeds. “The majority is gonna be personnel. So our equipment rental is a max of, like, $600 a month,” staff said.
Courts and employees have given positive anecdotal feedback and have requested greater hours; staff said they were adjusting hours to match jury schedules and to capture lunch and break periods. Initially the cafe accepted card only; after public feedback it added a cash option and reported roughly an even split between cash and card transactions.
Staff said the pilot includes a plan to return to the board with a full presentation after about six months to assess financials, hours and whether to purchase equipment rather than continue rentals.
