Public Works ready to execute several contracts including Delamita DBE correction, Cloverdale execution and countywide striping

Delamita DBE correction: Susan Eugenis said WSDOT re-reviewed a local-agency agreement for Delamita Road culvert replacements and found a discrepancy in the DBE percentage. The county will execute a supplemental agreement that deducts $753.23 from the prime contractor to restore the DBE participation back above the 16% minimum. “So that is the reason behind the supplement,” Eugenis said, adding the project uses Northwest Watersheds (hydrology/hydraulics), STEL (cultural resources) and Geoscience for geotechnical lab work.
Countywide striping and South Cloverdale: Staff reported the countywide striping contract was awarded May 27 and now has proper paperwork ready for execution. The South Cloverdale Road improvements and the South Cloverdale/Confer intersection contract were awarded June 3 and are ready pending WSDOT approvals.
Release of water easement: The board will be asked to approve a resolution releasing county claims on a public-water easement within the city limits of Woodland because the easement had been issued to the county in error; staff described this as a cleanup to transfer claims to the City of Woodland.
Delivered rock and delineators: Staff recommended awarding the delivered rock contract for the headquarters landfill to Veil Stordahl & Sons (a delivered product) for $455,140.20 to supply multiple varieties of rock for gas wells and road bases. The county also recommended the bid award for the 2025 countywide delineator project to Pavement Surface Controls (doing business as Construction Ahead Inc.), paid with Highway Safety Improvement Program grants and to be installed at various county locations.
Staff said the Delamita supplemental will satisfy WSDOT and allow design work to proceed, and that the striping, Cloverdale and the delineator projects are funded through a mix of grants and county funds. No new votes were taken in the presentation; these items were described as consent and motion items on the upcoming agenda.
