Commissioners agree to extend Chamber of Commerce support while funding mechanism is clarified

Chamber representatives presented an annual report and a draft service agreement that lays out five areas of activity supporting business attraction, retention and workforce development. The chamber's treasurer said the organization had shifted off county payroll earlier in 2025 and now operates its own payroll and benefits, increasing the need for a clear service agreement and budget line.
During the discussion county legal counsel raised a statutory and charter issue: Madison County's charter does not explicitly list promotion of commerce and industry among the board's enumerated powers in the same way some other counties do, and the attorney flagged the IDA as the customary statutory vehicle for economic-development funding in this state. Commissioners and staff discussed two possible approaches: route county funding through the IDA with a contract between the IDA and the chamber, or amend the county charter to explicitly authorize direct county support.
The board approved a motion to extend the existing chamber support agreement through the end of the month (the meeting record indicates extension "through the 31st") while county staff, the chamber and the IDA finalize the legal routing and contract terms. Commissioners asked for a clear budget and deliverables in the next agreement and said they expect the chamber to present follow-up materials showing program outputs and proposed funding requests.
