During discussion, a commissioner asked how the change would affect the board's visibility into purchase orders and expressed concern about being surprised by purchases if staff issued purchase orders below previously board-level thresholds. County staff said road-work projects and other contracts above the new $250,000 threshold will continue to come before the board; they said chairman spending authority and other signing authorities remain in separate sections of county policy that were not changed by this amendment.
A motion to approve the amendment was made and passed. The county attorney and finance staff will incorporate the specific effective date language and update contract- and notice-related wording to reflect the state change before administrative implementation.
The board did not change the separate section that sets the chairman's spending authority during this action, and commissioners asked staff to ensure internal notice and reporting practices keep the board informed about large purchase orders under the revised threshold.
