Council approves PUD change, new liquor license, rates and road cost‑share; multiple routine measures pass

Farmington Hills City Council members on June 9 approved a batch of routine and project votes, including a revision to a Robertson Brothers planned unit development (PUD), enactment of an updated smoking‑lounge ordinance, a new Class C quota liquor license, adoption of water and sewer rates for fiscal 2025–26, appointments to boards and commissions, and a cost‑sharing agreement with the Road Commission for Oakland County for Orchard Lake Road resurfacing.
The council unanimously approved an amendment to PUD Plan 02/2021 to add one detached condominium unit and finalize site plan revisions; the motion included standard staff conditions that outstanding engineering and fire marshal comments be resolved before final PUD agreement preparation.
The council enacted Ordinance C‑4‑2025 updating Chapter 8 (business licensing) to modernize smoking‑lounge rules and permit the consumption of alcoholic beverages in certain licensed lounge settings. The ordinance passed by roll call vote with councilmembers voting in favor.
Council members approved a request from AEA JR Holdings LLC for a new Class C quota liquor license to be located at 28970 Orchard Lake Road. The applicant, Andrew Ansara, told the council the venue (to be called the Chairman’s Club) will be a members‑style cigar lounge with no cigarette, hookah or vaping service and will enforce a 21+ policy. Ansara said construction was expected to begin immediately after lease execution.
On utility rates, the council adopted new water and sewer fees for FY2025–26. The water supply rate will increase from $52.60 to $56.35 per 1,000 cubic feet (about $6 more per quarter for a minimum water customer). The sewer rate will increase from $56.19 to $61.63 per 1,000 cubic feet; staff said part of the sewer increase reflects Great Lakes Water Authority and district cost changes and other pass‑throughs.
The council also entered a cost‑participation agreement with the Road Commission for Oakland County for resurfacing Orchard Lake Road from just south of I‑696 to 13 Mile Road. The project cost is about $4.5 million of which roughly $3.5 million is federal funding; the city’s net share after county and tri‑party support is about $159,803.
Other routine items approved included city board appointments and the adoption of standard bid waivers and awards for the 2025–26 fiscal year. Several items were approved by voice vote or roll call with no substantive debate recorded.
