Troy City Council on June 30 approved a sole-source bid waiver for an ABI Force Z23 with attachments to be acquired through regional distributor LAADS for use by the Parks division.
Public Works Manager Dennis Stratham told the council the piece of equipment consolidates several tasks into a single machine, allowing crews to perform restorative infield maintenance, grading and improved drainage more efficiently across 15 ball fields at eight facilities. Stratham described roughly 850 organized games a year on those fields and said the unit functions like a multi-purpose “Swiss army knife” for infield work; the machine demo impressed staff.
Council members asked about warranty (one-year warranty stated by staff), frequency of use (monthly to start, with additional runs after heavy tournaments), portability and whether it could serve the cricket hybrid pitch (staff said the roller attachment might work but they need to confirm downforce requirements). Stratham also said LAADS is the regional distributor authorized to sell ABI equipment and that the vendor had stock and could deliver promptly. Council member Hodrick moved the I6 bid waiver and the motion carried unanimously.
City staff said the purchase will be coordinated by Public Works and Parks staff; the procurement was justified at the meeting as a sole-source purchase because LAADS/ABI is the regional supplier for the specified machine.
