"Planning is fully supportive of the amendments," a planning staff member told the council, and the developer said the goal is to complete the parking lot before winter and open the Parlor Doughnuts location in December.
Councilwoman Carrie Budzinski and other members described the project as a win for Southeast Livonia — removing an eyesore and improving walkability and bike access. "This is a huge win for a community," Councilman Donovan said; he asked the developer when demolition could start and was told the intention is to demolish and finish the parking lot this year.
Council members asked about accessibility and site details — one member noted ADA parking requirements and asked staff to confirm van‑accessible spaces — and the council approved the matter on consent for placement on the regular agenda (approval expected June 16). The developer indicated the existing pharmacy tenant is closed and staff said the pharmacy staff had found other work.
