The Planning and Economic Development Committee of the Akron City Council referred an ordinance approving the City of Akron's 2025'2029 consolidated strategy and the 2025 annual action plan, including applications and certifications for the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant (ESG), to a public hearing scheduled for July 14.
The item, read aloud by Clerk Viviano, would also authorize the director of planning and urban development to enter into necessary contracts for the operation and term of the listed programs and includes language declaring an emergency. "The public hearing will be the July 14," Clerk Viviano said when asked to confirm the date.
The committee meeting began with a roll call showing a quorum present though Council Members Kammer and Boyes were not in attendance. The committee accepted the minutes of the previous meeting by voice vote before taking up the new legislation. The chair then asked that item number 1 be referred to the public hearing; the committee complied.
There was no substantive debate on the ordinance during the committee meeting; committee members reserved detailed consideration for the public hearing where members of the public and staff can present comments and testimony. The referral schedules the consolidated strategy and annual action plan for full public review and a hearing before the council on July 14.
The consolidated plan sets the strategic framework for how Akron will apply for and use federal HUD funds administered through CDBG, HOME and ESG for the 2025'2029 period and the associated 2025 annual allocations. The ordinance also directs the planning department to complete necessary contracts to administer those programs if the plan and certifications are adopted after the public hearing.
The committee adjourned after referring the item. The public hearing on the ordinance is set for July 14, when the council will take public comment and may vote on next steps.
