Fruita council adopts small supplemental budget amendment to cover capital replacements and professional services

The Fruita City Council on June 17 adopted Resolution 2025-18, a supplemental appropriation to the 2025 general fund to pay for capital equipment replacements, contract professional services and grant reimbursements.
City Manager Shannon presented the measure, saying, “The resolution before you is a supplemental appropriations of fund in the general fund, for only a few items, but mostly for capital equipment replacement, as was a budget in the 2025 budget and also some purchase professional services.” She told council the amendment itemizes a short list of mostly modest expenditures and includes a table with each use of funds.
Among the line items Shannon described: a reappropriation of $8,000 for municipal court computer and electronic equipment originally budgeted for a delayed court software conversion; $3,000 to cover work outside the scope of last year’s financial contract that required restatement work; up to $14,000 to have the auditor prepare the city’s financial statements this year; and a $35,000 increase in the price for the right-of-way mower originally quoted during the budget process.
Shannon described the $14,000 engagement as a one-time expense to help staff workload and produce a financial-statement template going forward: “Some of that is like a setup fee where they create their templates and kinda create everything for you, and the rest is actually the work to be done.” She said the auditor is the same firm that audits the city and that the engagement would not create an independence problem.
Council held brief questions — including a lighthearted query about whether the mower had a massage seat — then voted to adopt the resolution. The motion to adopt Resolution 2025-18 passed on a roll-call vote, 6-0.
The amendment pulls funding from the city’s capital-equipment replacement allocation rather than from unrestricted fund balance, Shannon said, and staff recommended adoption.
Council did not alter the resolution. The supplemental appropriation takes effect as recorded in the adopted resolution.
