Town staff said the April 3 action that authorized the use of $300,000 had already been voted but lacked a formal resolution to clarify how the funds should be used; the June 24 vote formalized that clarification. Finance director Mike Wilkinson explained that the internal service fund holds separate balances for the town and the Board of Education, and that the Board currently had roughly $614,000 available; allowing use of $300,000 would leave reserves for planned capital work.
Councilor Miranda moved the resolution; the motion was seconded and passed unanimously. Town staff said the resolution simply memorializes the earlier intent and provides an explicit authorization for the Board of Education to draw up to $300,000 from its portion of the internal service fund for utility cost offset purposes.
