Richard Steiner, who reported as chairman of the Gilead Hill roofing project and as a member of the building committee, described two primary code concerns identified during exploratory work: incomplete fire‑ and smoke‑sealing of penetrations above ceilings (mechanical, electrical, plumbing, sprinkler penetrations) and the presence of asbestos‑containing acoustical ceiling tiles in the original 1968 wing. Steiner said the presence of asbestos‑containing ceiling tiles constrains routine maintenance above ceilings and that state officials indicated projects classified as code‑violation work qualify for higher reimbursement than ordinary renovation.
The superintendent and project representatives said the town had budgeted for the roofing work and that the requested grant and the building‑committee structure are intended to ensure the specialized remediation and abatement work is designed and permitted correctly. Board members voted in favor of the resolution; the committee will proceed to prepare required documents and coordinate with the Department of Administrative Services.
