The abatement will commence the first full fiscal year after the Hebron building official issues a certificate of occupancy.
Board members opened the item from the Economic Development Committee’s recommendation and several members said a 10‑year abatement would set an undesirable precedent for the town, prompting a friendly amendment to shorten the term and accelerate relief in the early years.
Wendy Sears, a principal for the applicant, told the board the business currently employs three full‑time veterinarians, two full‑time office staff, two full‑time technicians and two part‑time technicians, with the potential to add one additional technician and support staff as the clinic expands. The board asked about a change of ownership during the abatement period; officials clarified the abatement agreement is made with the existing LLC and a new owner would need to reapply and obtain selectmen approval to continue any abatement under the same timetable.
Selectmen confirmed the amended motion on a voice vote; the board recorded the motion as approved unanimously. The incentive document requires the applicant to meet permit and occupancy milestones before the abatement begins.
The approval is an incentive decision by the local board; it does not alter state statutes or create tax‑levy changes beyond the agreed reduction in assessment for the improved site for the stated term. The board did not alter the parcel’s assessment schedule except as set out in the approved agreement.
The town manager and Economic Development Committee will finalize the agreement language and supervise the certificate‑of‑occupancy verification that triggers the abatement schedule.
