The draft MOU reflects guidance from the Connecticut Association of Boards of Education, Connecticut Association of Public School Superintendents and outside counsel (Shipman & Goodwin). Lisa and staff said the agreement codifies practices the district already uses with the adjacent Western Youth Services office — for example, procedures around data sharing, record handling and role definitions — and adds explicit safeguards around data storage and access.
Committee members requested that the town confirm the appropriate town signatory for the MOU. Allison (town staff) and district staff reported the town administrator had submitted the MOU to the town attorney, who will advise which town official is authorized to sign. The committee asked Sam and the town to resolve who signs the document before the policy is finalized and recommended that Allison meet with district staff to review the MOU terms.
The committee identified minor drafting issues (numbering and cut‑and‑paste formatting) and asked staff to clean them up before the MOU is finalized. Members said it was appropriate to follow the model language recommended by state associations and Shipman & Goodwin while ensuring the local signatory and any town legal changes are captured.
No final signature or adoption occurred at the meeting; staff will return when the town provides signatory direction and after the MOU text is cleaned up for presentation to the board.
