Town Council discusses revisions to internal rules; vote deferred to July

The Town of Buchanan Town Council reviewed proposed revisions to its internal rules on June 18, directed clerks to check statutory language, and deferred a final vote until July after a short series of edits and clarifications.
Members of the bylaws and ordinances committee presented a redlined draft of council rules and walked through changes to officer titles, committee organization, meeting modalities and ethics language. Committee members said some edits were editorial (capitalization and consistency) while others were substantive — for example, replacing a prior limit on party representation in elected offices with language that conforms to the town charter and adding clearer expectations about members’ public statements.
Committee chair Tom Butterworth (by announcement on the agenda) and others summarized proposals that included moving from co-chairs to a chair-and-vice-chair model for committees, clarifying when electronic participation is permitted and aligning several provisions with state statute. The committee also proposed modest changes to the council’s code-of-conduct language to require that, when a council member speaks publicly about town government outside of a meeting, the member clarify they are not speaking on behalf of the council.
Councilors debated several items on the draft. One recurring question involved the timing and statutory conformity of compensation-setting language for town-elected officers; council members asked staff to confirm the correct statutory wording and to return a revised section for review. Members also asked staff to verify the municipal policy and statutory terminology for remote participation so the rules use language consistent with state law.
After line-by-line review and multiple minor edits, the council stopped short of final adoption. A motion was made to approve the bylaws-and-ordinances committee’s changes subject to the clarifications discussed, but councilors agreed to postpone a final vote to allow staff to reconcile the compensation provision with state statute, to standardize terminology about electronic meetings, and to circulate a final redline for review. Several council members praised the committee for its work and asked that a final version return in July for a formal vote.
No changes to the town council rules took effect at the June 18 meeting.
