On June 24 the Board of Selectmen approved the Parks and Recreation Department’s request for contracts and blanket purchase orders covering a range of programs and services, including after‑school vendors, pool operations and field supplies.
Parks staff asked the board to amend the agenda to show three separate vendors for the “My Cupcake Party” program — My Cupcake Party LLC, Jane Benton LLC and Elm Street Events — so purchase orders and contracts can be issued to each vendor. The board approved that amendment unanimously and then approved the contracts and blanket POs as presented.
Staff discussed program scale and revenue: the department estimated the cupcake‑decorating and related programs draw roughly 100 participants across sessions and that popular programs run to capacity; staff said the goal is usually not to generate significant profit but to run sustainable programs that may produce a small surplus. The department also discussed pool operational costs, annual fertilizer and field‑care purchases (largest supplier listed as Tom Irwin Inc. under a CROCG purchasing agreement), and said some line items will be taken to bid separately for competitive pricing.
Why it matters: The approvals allow Parks & Rec to finalize contracts for summer programming, maintain athletic fields and operate the town pool for the season. Staff said many seasonal services are covered by blanket POs and some costs — such as large landscaping contracts — will be bid out separately.
What’s next: Staff will finalize contracts and purchase orders, proceed with the season’s programming and present competitive bids for selected service lines later this year.
