The Norwalk Harbor Management Commission on June 25 reviewed and approved a multi‑phase Certificate of Permission (COP) to repair and reconstruct the seawall and adjacent structures at 10 Nathan Hill Drive.
Project scope: consultant Tom Ryder described three phases: Phase 1 will remove a southern deck and reconstruct the southern seawall using a barge‑mounted excavator and turbidity controls; Phase 2 covers a wall near the clubhouse and a concrete shed/patio repair; Phase 3 includes boulder repositioning north of the clubhouse. Work will be done from barges at mid‑to‑high tide, with turbidity curtains and staged removal and replacement of boulders.
Recusal and process: Commissioner Laurie Jones recused herself because of an identified conflict (membership in the club associated with the property); the record notes the difference between recusal and abstention. Commissioners discussed that the seawall predates 1939 and this application is an owner‑initiated maintenance and reconstruction rather than a compliance order.
Decision: the commission found the proposed in‑kind reconstruction consistent with harbor management plan policies that support timely maintenance of shoreline protection and voted to move the COP forward with standard BMP and sequencing conditions to reduce turbidity and protect coastal resources.
