The Emergency Board adopted proposed interim rules dated June 27, 2025, during an organizational meeting that began at 11:35 p.m. Friday, June 27. Co chair Fahey moved to adopt the rules; the motion was approved after the chair asked for objections and none were voiced.
The rules — posted on OLIS, the board’s public document system — are intended to govern the Emergency Board during the 2025-26 interim and allow the board to convene if an emergency arises. Amanda, a staff member for the Emergency Board, told members, "The proposed rules are posted on OLIS." She said the 2025-26 interim rules are substantially the same as the board’s prior rules but include updated wording to align with the rules used by other committees.
Representative Gomberg raised a procedural question about paragraph 4, asking why the rules distinguish between "state agencies" and the Department of Administrative Services. Amanda explained that the Chief Financial Office, which is part of the Department of Administrative Services, provides a separate recommendation on agency requests during work sessions and subcommittees and that the office has traditionally been listed separately in the rules for that reason.
Co chair Fahey moved that "the emergency board adopt the proposed rules dated 06/27/2025 for the 2025-26 interim." After a brief opportunity for discussion, the chair asked whether there were any objections; none were registered. The meeting record shows the chair saying, "Seeing no objections, motion passes." The chair also noted some uncertainty about whether Senator MacLean had decided whether to object but no objection was recorded.
Meeting staff noted that the Emergency Board does not regularly meet in the interim following the long session; regular meetings typically occur after the short session. The adopted rules allow the Emergency Board to convene outside those regular patterns if an emergency requires it.
No roll-call vote was taken and no amendments to the proposed rules were recorded during the meeting. The board adjourned after adoption.
