The Sebastian City Council approved a professional-services agreement (CSA No. 4) with Carter & Associates to design the Upper Stonecrop drainage improvement project. Staff said the contract amount is $172,958 for base services and could total up to $175,958 if reimbursable expenses are required; the motion and staff clarification recorded the higher not-to-exceed figure to include potential reimbursables.
Staff described the scope as combining three stormwater master-plan projects: armoring a section of the existing Stonecrop ditch, increasing capacity at three road crossings and extending improvements north to Tulip Drive. City staff said they intend to complete design work in advance of applying for grant funding to reduce delays between design and construction; staff cited a prior nine‑month gap between design and construction on the previous Stonecrop project as a reason to move design forward now.
A councilmember moved to approve CSA No. 4 in the amount of $175,958 and a second was recorded. No members of the public spoke for or against the approval. Roll call votes recorded councilmembers Dodd, Nunn, Mayor McPartland and Vice Mayor Jones voting yes and the motion carried.
Staff will proceed with design and may pursue grant funding for construction; reimbursable expenses were discussed and included in the motion as a contingency.
