Council approves finance package including affordability grants, pool final payment and acting subcode appointment

The Westfield Town Council unanimously approved a package of finance resolutions that included two affordability-assistance grants, final payment for the Memorial Pool filtration project, and the appointment of a construction official as acting building subcode official to cover inspections while the subcode official is on vacation.

Councilman Hapgood, speaking for the Finance Policy Committee, outlined the package: a resolution to award a contract for a shade structure adjacent to the rebuilt Memorial Park playground; two resolutions authorizing affordability assistance grants under the town’s affordability assistance program for tenants at 516 North Avenue East, Apartment 107, and at 1311 Echo Lane, Unit 1311; authorization of final payment for the Westfield Memorial Pool filtration system replacement (pool to open with a full schedule); and a temporary appointment of Frank Fowoso, the town’s full-time construction official, as acting building subcode official to avoid inspection backlogs.

The package also included administrative resolutions to allow the chief financial officer to pay municipal bills during the reduced summer meeting schedule and a resolution authorizing submission of an application for the 2026 state aid grant program to pave Dorian Road between Highslope and Trinity.

Hapgood moved the package and Councilor Armiento seconded; the motion carried on a voice vote. The resolutions passed as a group and no dollar amounts for the affordability grants or final pool payment were read into the record during the meeting.

Officials said the Memorial Pool had a successful opening and will operate a full schedule now that school is out.
