Westfield Council Approves Package of Resolutions Including $100,000 Safe Streets Grant, Police Modem Contract and Tree-Pruning Amendment

Councilman Hapgood moved the bills-and-claims motion and later moved the package of nine resolutions; both were seconded and carried by voice vote.
Public safety and transportation items approved included a resolution authorizing award of a contract to replace modems in Westfield Police Department vehicles and a resolution awarding an amended traffic-engineering services contract to WSP USA Inc. Councilman Dardia moved the two public-safety resolutions; the motions were seconded and carried by the council.
The council also approved annual renewals of liquor licenses for establishments in town. Councilman Healy moved the liquor-license renewals; during that vote Healy disclosed a conflict and abstained from one portion of the item, then ultimately recorded an abstention for the whole resolution. The motion carried with the abstention noted in the record.
Public works business included a resolution to amend an existing contract for outsourced tree-pruning services to increase the not-to-exceed price for work scheduled this year; the motion was moved and carried.
Where explicitly stated during the meeting, the council noted that the $100,000 Safe Streets for All grant will fund traffic-engineering work and that WSP will provide traffic engineering services and administer the grant. The replacement of police-vehicle modems was described as accounted for already in the 2025 capital budget. These actions were approved by motion and voice vote; the transcript records the motions and that each motion "carried" but does not include roll-call tallies.
