Westfield Officials Say Windsor Avenue Speed Bump Not Eligible After Review; Alternatives to Be Revisited

Residents asked the June 6 Town Council meeting to consider a speed bump on Windsor Avenue near a neighborhood playground; town staff said the street previously failed eligibility criteria and the public safety committee will revisit alternative traffic-calming measures.
Resident John Turlington told the council that drivers travel 35 to 40 mph on Windsor Avenue and asked for a speed bump "just prior to where the playground is" to slow traffic. In response, a staff member identified as Jim said the public safety committee monitors the street with a radar sign that "not only shows the speed, it also captures the volume of traffic and it also captures speed data on that street." Jim said traffic-calming measures, including speed bumps, require a study and that Windsor Avenue was previously found not eligible.
Jim added that the committee had discussed other striping or visual cues for the street and said the committee would meet that week to revisit the issue. A council member also cautioned that installed speed bumps can produce noise when landscaping trucks drive over them and suggested looking for less intrusive solutions.
No formal vote or resolution was taken on Windsor Avenue traffic calming during the meeting; the discussion was recorded during the public comment portion and followed by staff and committee review.
