The committee recommended several targeted changes in the community facilities chapter intended to clarify the county’s role in public services and to correct maps and listings.

On law enforcement and emergency services language, committee members recommended changing wording that suggested the county would ‘‘invest in’’ other political subdivisions’ facilities. They asked planners to replace language implying direct county financial investment in independent fire or ambulance districts with phrasing that clarifies Jefferson County will collaborate with those public or private entities and, where appropriate, explore funding tools such as state or federal grants or low-interest loans. The group also asked the plan to add a paragraph describing the county’s emergency management department and how residents contact it; the committee noted the county’s emergency-management headquarters in Herculaneum and requested the plan make the department’s scope and contact information clearer.

Committee members asked that a map of sewer districts (page 79) be corrected because some boundaries did not appear to match local knowledge. They also recommended that county parks and other municipal parks be included and consistently labeled on the parks map and list; one member requested that in the digital master plan the name of each park be a hyperlink to the county parks webpage or a park-specific page that lists amenities and facilities.

On renewable-energy recommendations, the committee marked for removal a bullet that would have asked the county to partner with Ameren Missouri and the Missouri Division of Energy to develop incentive programs to encourage adoption of utility-scale and household renewable-energy systems. Committee members said the phrasing implied county-funded incentives and preferred a collaborative language that set realistic expectations for the county’s role.

The committee made incremental edits to wording on community-asset language, changing several instances of ‘‘by investing in these community assets’’ to ‘‘by collaborating with these community assets’’ to avoid implying direct county purchase of private or independent facilities. Members also recommended editorial changes for clarity (for example, adding the missing word "of" in “encourage the transition of these sites” and expanding language on athletic facilities to include revitalization of existing facilities).

Ending: Staff were directed to revise draft language, correct the sewer districts map, add clearer emergency-management content and park links in the digital plan, and return with updates for the committee to review before drafting formal council amendments.
