Council deadlocks on denial of industrial rezoning; application set for next meeting

The Jefferson County Missouri Council considered Resolution R25-0649, a request to deny application PI25021 seeking a zone change from planned commercial to planned industrial for a parcel proposed as “Jeff County Industrial Court.”
During discussion, Councilman Crowell urged the council to reject the denial motion and instead return the application with specific operating stipulations suggested by county staff. Crowell read recommendations he had discussed with Mitch Baer of County Services: "all waste shall be removed at the end of each operating day," frequent cleaning and washdown of tipping floors, installation and operation of a misting system with deodorants to neutralize odor, plastic curtains on entrances and exits to contain odors, and tightly limited operating hours to reduce nighttime noise.
Crowell said those conditions could allow the operator to run a business while mitigating odor, rodent and other neighborhood impacts he and other residents had raised during earlier hearings. He cited nearby experience with landfill odors and neighborhood concerns about stench and rodents.
The motion to adopt Resolution R25-0649 (to deny the rezoning application) failed on the record by a vote of 2 yes, 4 no and 1 abstention. The council then voted to place application P125021 on the next county agenda under "other matters" for disposition. Councilman Crowell moved to place the item on the next agenda; Mrs. Arons seconded the motion. The motion to schedule the application for disposition passed by a vote of 6 yes, 0 no, 1 abstention.
Council members did not adopt the staff stipulations during the meeting; Crowell said denial of the denial would be necessary to bring the application back with those proposed conditions. County staff advised that disposition would be handled on a future agenda and that detailed stipulations could be considered at that time.
No formal change of zone was adopted at the meeting. The resolution that would have denied the application did not pass, and the application remains pending for consideration at the council’s next meeting.
