The Jefferson County Planning and Zoning Commission voted unanimously to approve rezoning of 2098 Gravois Road from Planned Industrial to Planned Commercial to allow the operation of You Dance Dance Studio, the commission announced after deliberations and a staff presentation.
The decision followed a staff recommendation and a presentation by the applicant’s consultant. Planning Division staff member Mitch told the commission the site is about 2.3 acres, currently contains a 12,117-square-foot commercial structure and is directly across Gravois Road from Northwest Middle School. Mitch said the application proposes reusing the existing building for a dance studio and recommended approval with conditions.
The commission’s approval carried conditions that reflect staff recommendations: a final site development plan must be submitted and incorporated into construction documents; required parking improvements and curbing must be installed before occupancy; existing outdoor storage and shipping containers must be removed; and any future disturbance over 5,000 square feet would require a land-disturbance permit and geotechnical review. Mitch also said no stormwater detention would be required because the application proposes reuse without adding impervious area.
The application includes three specific modification requests. The commission approved: (1) legalizing an existing western side-yard setback of about 2.05 feet, (2) permitting patching and seal coating rather than full reconstruction of the existing parking lot subject to maintenance and potential core sampling, and (3) allowing a proposed entrance driveway throat length of 11.4 feet (the exit meets the 20-foot minimum). The development plan requires at least 19 on-site parking spaces; the applicants represented that an executed shared-parking agreement for an additional 20 spaces is in process to meet a combined minimum of 39 spaces.
Gabe DuBois, a consultant with THD Design Group representing the applicant, described planned surface repairs, defined entrance and exit points, and modest landscaping between the new edge of parking and Gravois Road. “It should look quite a bit nicer, once they’re done,” DuBois said, calling the application “pretty straightforward.”
No members of the public spoke in favor of or against the application during the public-comment periods; the petitioner had the opportunity to respond and declined to add further testimony. Commissioner Tuggle moved to approve PC2534 with staff recommendations; Commissioner Sievert seconded the motion. The commission approved the rezoning unanimously.
Per commission practice noted at the meeting, decisions of the Planning and Zoning Commission will be forwarded to the Jefferson County Council for final action in the form of an ordinance approving the application or a resolution denying it.
