Fiscal Court approves special-inspection and geotechnical services contract for Greasy Creek Community Center

Pike County Fiscal Court approved a contract with Solid Ground Consulting for special inspections and geotechnical engineering services required by Kentucky building code for the Greasy Creek Community Center. County staff presented the proposal and described the state requirement that both geotechnical investigation and third-party special inspections be provided by a third party.

Kevin Gillum, a representative of Solid Ground Consulting, and county staff discussed proposal pricing and scope. The county attorney and project leads explained the proposal contains two elements: geotechnical services (site investigation) and special inspections (third-party construction inspections required by state code). During the meeting, staff said the original geotechnical investigation quote had been $8,500 but had been negotiated down to $6,500; special-inspection fees were characterized in discussion as a per-day charge (reported in the meeting as $7.50 per day for special investigations). The court discussed the two separate fee components and that both are required by the state.

The court moved to authorize the contract; the motion to approve the contract with Solid Ground Consulting was made by Commissioner Atkins and seconded by Commissioner Scott. The roll call returned in favor of approval.

County staff said awarding the contract allows the project team to advertise for construction bids and proceed toward breaking ground. No construction contract was awarded at the meeting; the action authorizes required pre-construction professional services.

What happens next: Solid Ground Consulting will perform the geotechnical investigation and special-inspection services; staff will proceed to advertise the public construction bid package for the Greasy Creek Community Center once pre-construction requirements are completed.
