Letcher County Fiscal Court approves contracts, budgets and personnel actions; adopts budget amendment

Letcher County Fiscal Court on Monday approved a series of routine and consequential items: multiple low‑bid awards for road and small construction projects, several county contracts, the county’s fiscal year budget, a broad budget amendment, new insurance rates and an employee HRA level, and a set of personnel actions including new hires and one termination.

County staff presented a list of competitive bids for maintenance and small capital projects. Staff recommended awarding many of the lowest bids to local contractors (CNC Construction, Beyond West, Buon Enterprises, Stains Construction and others) for amounts ranging from under $2,000 to six‑figure road projects; the court approved the recommendations and authorized contract awards for the listed low bidders under the county’s procurement rules.

The court also approved several service contracts highlighted by county staff: CDBG administrative services contract for $40,000; a ledger digester contract for $50,000; and a contract related to the Winterwater treatment plant for $50,000. These contract approvals followed staff presentation and were adopted by vote.

On administrative matters the court reapproved the jail commissary report and reapproved the jail policy (no substantive changes reported), adopted a speed limit ordinance for Ingram's Creek at second reading, reapproved the county administrative code, and approved a Title VI plan resolution.

Fiscal measures: the court adopted the fiscal year budget that begins July 1 (the court heard a detailed presentation of appropriation summaries and federal grant components). The court also adopted Budget Amendment Number 3, which increases receipts and appropriations across multiple funds; the amendment as read aloud at the meeting increased total revenues and appropriations by $24,246,942.85 and itemized line entries including federal grants, state grants and miscellaneous revenues. County staff said the Department for Local Government reviewed and approved the budget materials as to form.

Employee benefits and payroll items: county staff presented new insurance premiums and plan descriptions effective July 1; the court voted to approve the new insurance rates and kept county practice of paying 100% of the employee only premium (staff noted this remains in place). The court also approved continuing an HRA contribution of $1,600 per full‑time employee for the coming plan year and opened enrollment procedures.

Personnel and corrections: the court confirmed several hires presented by staff (including Christopher Howard, Nathaniel Spangler, Bridal Smith and Dustin Collins in road and recreation roles) and approved termination of employee Patrick Boggs after staff reported he exhausted county leave time. Court members discussed jail costs at length: staff said the county will receive a jail bed allotment payment expected to be between $95,000 and $100,000 later in July, but warned monthly jail medical costs are high (staff cited a recent month around $31,651). Officials discussed structural funding concerns, ARPA balances (roughly $260,000 remaining) and the need to consider revenue options to sustain jail operations and other county services.

Other routine business included transfer approvals, monthly treasurer reports and multiple smaller motions; the court closed with an invitation for public comment on community items (fire department mutual‑aid contracts, road naming/blacktop queries, and parks/weed control).
