The Finance Administration Committee authorized an emergency storm-line repair at the intersection of Windsor and Greenland on June 24 after staff reported the pipe serving a storm inlet had corroded and was discharging into the surrounding ground rather than the storm system.
Bureau Manager Maggie Dobbs described the problem as a degraded pipe and localized collapse beside a manhole and said the location is on a heavily trafficked road, adjacent to a church that operates a daycare and is part of a school bus route. “Given the concerns about safety… we need to do an emergency repair on this,” Dobbs said. She said the borough has stormwater capital funds available because of grant funding for related projects along Grayling.
Public works obtained a contractor estimate from Foreign Plumbing and Heating to excavate the failed pipe, remove old material, install a new 12-inch PVC pipe, seal both ends with waterproof cement, backfill and perform a temporary patch. The estimate presented to the committee was $12,850. Dobbs said the price fell below the threshold that would require three telephonic quotes and therefore staff recommended moving forward promptly to protect traffic safety and avoid greater roadway work after repaving.
The committee approved the expenditure by voice vote; staff said the patched area will receive a full overlay when the borough’s scheduled road paving contractor resurfaces the route.
No dissenting votes were recorded during the committee’s action.
