County outlines Vehicle Registration Fee program, reports $30.6M remaining and ongoing project commitments

El Paso County staff on Thursday provided the commissioners an update on the county’s Vehicle Registration Fee (VRF) program, a local optional registration fee authorized by the Texas Legislature and administered for the county by the El Paso Regional Mobility Authority (RMA).
Roxanne Medina of Planning and Development traced the program to House Bill 1198, which authorized certain counties including El Paso to adopt an optional vehicle registration fee of up to $10. The county adopted the full $10 fee and transferred proceeds monthly to the RMA. Medina said the VRF has helped accelerate or provide local matches for key roadway projects by allowing the RMA to issue bonds backed by that revenue.
