Moraine City Council’s Committee of the Whole voted to support drafting legislation that would allow the city to join MVCC’s natural‑gas aggregation program and authorize MVCC to act on the city’s behalf.
City staff said the two public hearings required for the move have been held and that roughly 18 jurisdictions were moving forward to join the gas aggregation plan. "I would like to request that council support legislation, to be drafted for the next regular meeting, to approve the plans of operation and governance that would allow MVCC to act on our behalf," a staff member told the council.
The staff member said the electric aggregation effort includes more jurisdictions (about 20) and that Palmer Energy, the contractor that supports aggregation work, has seen some jurisdictions join late in the process. Staff also said the current public outreach period runs about 20 months and that jurisdictions that finish their local legislative steps later in that window can still join.
Council discussion on the item was short. The council called the roll and all present voted "Yes," authorizing staff to proceed with legislation drafting for the natural‑gas plans of operation and governance.
This action was a direction to prepare legislation; no ordinance or contract was adopted at the meeting. Any final decision to bind the city to MVCC will require subsequent formal legislation at a regular council meeting.
