The Regional Planning Commission approved a site plan allowing the Highlander Center to rebuild an office structure on the footprint of a building destroyed by fire, with the approval conditioned on the architect of record placing a seal on the submitted plans.
Alan Max Goodsteal, identifying himself as the co‑executive director of Highlander, told the commission the new building would occupy the same footprint as the prior structure and that he expected sealed construction drawings to be submitted with the building permit application. Planning staff noted that prior building department procedures exempted some work following the 2021 fire but that sealed construction documents are now required.
Commission discussion confirmed the remaining site improvements — roadways, parking, septic and utilities — are unchanged and that temporary structures on site will be removed when the new office building is completed. The applicant said the owner's representative, Samuel Mortimer, had been coordinating with the local architect of record (MOSA Architects) and would deliver sealed plans to the county.
The motion to approve the site plan was conditioned on the architect placing the required professional seal on the site/construction drawings; the motion passed by voice vote.
Ending: Planning staff will verify the architect's seal is present on the plans before final permitting moves forward.
