City staff recommended and the Murfreesboro City Council approved renewal of the city’s FY26 insurance program on June 26, and staff said the city’s overall cost of risk will rise 7.95 percent compared with the expiring year.
Staff described the city’s insurance program as a mix of coverage placed with the public‑entity risk pool and separate commercial policies brokered by Gallagher. Public entity partners will continue to provide general liability, auto liability, errors‑and‑omissions, law‑enforcement liability, certain collision coverages and workers’ compensation. Travelers will continue to provide commercial property and crime insurance; cyber insurance will be provided by Cowbell. Staff said policy incumbents remain the same and no new coverage lines were proposed.
Staff attributed the rate increases primarily to national trends in weather and natural disasters and to an increased property portfolio value for the city; crime and cyber lines saw modest increases. The city also will retain its existing self‑insured retentions for liability and auto.
Council voted 4‑0 to approve the renewals, which staff said will take effect July 1, 2025. Staff recommended the renewals and described administrative and actuarial reasons for the changes during the presentation.
