Board approves feasibility RFP for all-day kindergarten despite space concerns; members split on timing

The Boyertown Area School District Board of Directors voted to issue a request for proposals to study the feasibility of all-day kindergarten in the district, despite some board members saying the district lacks classroom capacity.

Board members debated whether to spend district funds on an RFP when facilities constraints are likely. One member said, "We already know we don't have the space, and yet you're gonna go out there and ask them, 'Well, where can we put them?' It's not a wise move," and voted no. Supporters said the state legislature was actively considering full-day kindergarten proposals and that the district needed planning data.

Administration described the RFP as a feasibility study to examine building capacity, space options and related implications; staffing estimates presented earlier in the meeting suggested an all-day program would require roughly 10 full-time-equivalent teachers districtwide. Administration said the district already has an ongoing demographic/enrollment study (an external RFP to the Pennsylvania economy league for about $25,000) and expected the feasibility study timeline to extend into winter if approved. The feasibility study would use the enrollment data to refine capacity and staffing estimates.

The board approved the feasibility RFP by roll call, with mixed votes: several members voted yes and others no. Administration said the feasibility study would help the district better understand options if the legislature or the community moves to adopt full-day kindergarten in the future and that any future program adoption would require additional action and funding.
