Laramie Planning Commission launches Comprehensive Plan 2045 update with Clarion Associates

On June 23, 2025, the Laramie Planning Commission held its first official work session with Clarion Associates to begin the Comprehensive Plan 2045 update, laying out goals and public-engagement steps that will guide city planning over the next two decades.

The plan matters because it will shape land use, housing, transportation and economic-development priorities for Laramie through 2045 and will guide city and developer decisions on growth, zoning and infrastructure.

Planning Manager Philip Gavatula summarized the project scope, saying, "This long range plan will guide how Laramie grows and evolves over the next 2 decades." Commissioners and staff reviewed priority topics that the update will address, including housing, transportation, sustainability, economic development and land use.

Early discussion centered on outreach methods and populations the project must reach. Commissioners and staff emphasized involving the University of Wyoming population, youth, underserved groups and residents in West Laramie and newer subdivisions. The commission noted feedback will also be solicited from boards, commissions and technical stakeholders.

The schedule discussed at the work session includes production of an existing conditions report, public outreach events during Jubilee Days and drafting of guiding principles based on community input. The commission encouraged residents to use the project web resources available through the City of Laramie website to view updates, maps and surveys.

There were no formal votes recorded for the work session; the meeting served to set priorities and public-engagement strategy and to launch the consultant-led planning process.
